This book walks citizens new to land use advocacy through simple steps for resolving concerns about a proposed shopping center, gas station, housing project, or a long list of other activities that may threaten a neighborhood or the environment. Initially, citizens are urged to seek Equitable Solutions which are changes to a project that resolve negative impacts while allowing the applicant to achieve most of their goals. The book then introduces Smart Legal Strategies for stopping projects so poorly designed that negative impacts cannot be reduced to a reasonable level. With these two approaches 90% of Community & Environmental Defense Services (CEDS) clients win their campaigns, usually without a lawyer. The traditional approach of hiring a lawyer to stop a project only succeeds 5% - 10% of the time yet costs $10,000 to $50,000. Successes using the CEDS approach usually cost less than $1,000.
